Long blazer dress with tulle sleeves and feathers

Blazer-style dress, long, wrap front, with lapels and tie belt at waist, features flutter sleeves made from multiple layers of tulle and ostrich feathers. The dress has multiple tulle ruffles at the bottom and the top layer is very fine tulle with tone-on-tone polka dots. The product is lined.
